If you're at all like me and you've only got a limited amount to spend on ebooks every month, you'll want to get as much "bang for your buck" as possible.
I recommend adding any ebooks you want to buy (irrespective of price - even if it's currently way over what you'd want to pay) to an Amazon wishlist. You should see an "Add to Wishlist" button under every "Buy Now" button on the Amazon product page.
Prices on Amazon can fluctuate up and down. Here in the UK, I've bought many ebooks for just a couple of pounds when they were originally listed for 5,6,7 pounds or more. By adding ebooks to your wishlist, you can keep an eye on the prices more easily.
Unfortunately, at the time of writing, Amazon do not display eBook prices in your wishlist. Why, I really can not fathom. So to check the prices on their website, you'd have to click into each product page first. A little tedious.

Another way of keeping tabs on the prices of ebooks is to use an Amazon price tracker online. Here in the UK, we have ZeeZaw.co.uk which can import your Amazon wishlist (you have to make it a public wishlist on Amazon and also searchable by Amazon) and you can ask it to email you when products hit a price point you're willing to pay. Obviously if you put too low a price, it will probably never notify you! But this can be useful and I believe there are other online sites which can work with the US Amazon store - why not leave a comment suggesting sites you use here?
